California Proposition 65—formally known as the Safe Drinking Water and Toxic Enforcement Act of 1986—requires businesses to provide warnings when a product may expose California consumers to certain chemicals identified by the state as causing cancer, birth defects, or other reproductive harm.
The Proposition 65 list includes both manufactured substances and chemicals that may occur naturally in soil, water, plants, and food.
A Proposition 65 warning does not necessarily mean that a product is unsafe, defective, or in violation of federal safety requirements. It indicates that the manufacturer or another responsible business has determined that the product may cause an exposure requiring a warning under California law.
Plants absorb naturally occurring minerals and other substances from the soil and water in which they grow. As a result, botanical ingredients may contain trace amounts of naturally occurring elements such as lead, arsenic, or cadmium—even when the plants are organically grown and responsibly processed.
Lead, for example, may occur in certain dietary supplements and imported spices such as cinnamon and turmeric. California has established a reproductive-toxicity safe-harbor level for lead of 0.5 micrograms per day. Proposition 65 evaluates anticipated daily exposure rather than simply whether a chemical can be detected in a product.

Not necessarily. Proposition 65 warning thresholds and federal product-safety requirements are separate standards. The presence of a warning does not, by itself, establish that a product is unsafe when used according to its directions.
It also does not indicate how much of a listed chemical is present or identify the level of personal risk. Customers should review the warning, follow the manufacturer’s directions, and consult a qualified healthcare professional when appropriate.
Yes. Organic certification governs agricultural and production practices, but it does not guarantee that a product contains no naturally occurring Proposition 65-listed substances. Heavy metals and other elements can be present in the environment and may be absorbed by plants.
